Overview
Bumps the mise-pinned Node.js runtime from 22.21.1 to 22.23.1 in .config/mise/config.toml, keeping the existing corepack enable postinstall hook.

That version is what local dev and Docker builds pick up when they run mise install node, so CI and container images will use the newer LTS line without any application code changes.
